Brief Report: Training for Refugee Lead Organizations (RLOs)
Date: 2nd·4th December 2025 | Venue: Sun City Mahama
Organized by: PFR in partnership with GIZ | Partners: UNHCR Representative
Participants: 35 members from RLOs (Mahama RC) and host communities (Mwoga & Munini Cells)
Objectives:
- Key Rwandan laws governing civil society organizations
- Registration and structuring processes
- Understanding of PSEA (Protection from Sexual Exploitation and Abuse)
Key Content:
- Overview of Law n° 058/2024 governing NGOs
- Legal framework for civil society organizations
- Registration procedures and compliance
- Governance and accountability mechanisms
- PSEA principles and reporting (UNHCR session)
Outcomes:
- Improved understanding of NGO registration and legal processes
- Enhanced awareness of PSEA and reporting mechanisms
- Strong interest in legal compliance for organizational registration
- Strengthened collaboration between refugee and host communities
Conclusion:
The training successfully increased legal literacy, organizational capacity, and PSEA awareness. PFR,
